Summary: The present study is the result of ideological, political and academic
reflections about the role of affirmative action policies for the black
population in Brazil, inserted in a conntext of historical racial inequalities. Federal law 12.711 / 12, which establishes and regulates the use of vacancies, quotas, for students' access to the undergraduate courses
of Brazilian federal institutions, allowed a percentage of the reserve for
self-declared candidates, black, brown and indigenous peoples. In this
context, by means of successive problematizations regarding the racial aspect of the sanctioned legislation, the objective of this dissertation is to evaluate the implementation of the quota law at the Federal University of Espírito Santo (UFES), after the approval of law 12.711 in 2012. View the the increase in the enrollment of self-declared black students in the undergraduate courses of the only Federal University of Espírito Santo, after the implementation of said law, was an issue that permeated the entire study. This question is answered by the statistical survey of the number of students entering the UFES before the use of social quotas (2006-2007), with the use of social quotas only (2008-2012) and with the use of social quotas and the racial cut-off (2013-2017), after the approval of Law 12.711 / 12. Therefore, the present study was carried out through a documental research -
legislations and enrollment data of the incoming students - of a
qualitative-quantitative approach. With the objective of evaluating the quota model implemented from the legislation approved in 2012, it was possible to verify the importance of the use of quotas for blacks in order to interfere in the greater admission and conclusion of these students at UFES.
